In a mixing bowl, whisk together all the remaining ingredients above, except coconut juice, water, and vegetable oil.
Place chicken into the bowl. Rub the sauce thoroughly on both sides of chicken thighs. Cover. Marinate for at least 1 hour or overnight for best flavor (in refrigerator).
Heat oil in a saucepan on medium heat. Place the seasoned chicken with skin side down. Sear for 2 minutes on each side or until golden brown. Pour in the sauce and cook for another 2 minutes. Then pour in coconut juice and water. Bring to a boil. Cover. Reduce heat to low and simmer for 20 minutes. (Flip the chicken over every 5 minutes.)
Remove the lid. Increase heat to medium-high and cook without covering until the sauce has reduced and thickened, for about 5 minutes. ( Turn the chicken over occasionally.) Remove from heat immediately.
Transfer the chicken to a dish. Pour the sauce on top. It can be served alone or with rice and vegetables.
